Theodore F. Shults is the Founder and Chairman of the American Association of Medical Review Officers (AAMRO). AAMRO was established in 1991 as an independent not-for-profit medical board, focused on assuring the quality of Medical Review Officer services to the public through a national credentialing and registry program.

Mr. Shults is recognized as an expert in the area of drug testing. He has worked as both an attorney and a research toxicologist. Mr. Shults was Corporate Counsel and Director of Legal Affairs for CompuChem Laboratories for a number of years, and has worked at the Department of Justice and the Department of the Army.

Mr. Shults is the editor and publisher of MROALERT, the leading newsletter that addresses legal, technical, and practical issues involved in drug testing. It provides a synopsis of emerging technical developments and regulatory changes that affect the practice and techniques physicians use.

His consulting firm, Shults & Associates, Ltd., provides policy development, legal consulting, litigation and auditing services to clients regarding the technical, regulatory, and legislative issues of substance abuse control programs. Clients include Fortune 500 companies, healthcare providers, and utilities.

Mr. Shults has published numerous legal and technical papers. He co-authored the chapter on legal issues and standards for on-site testing in the text On-Site Drug Testing, published by Humana Press in 2002. He co-authored a leading legal treatise titled Employment Screening, which was first published by Matthew Bender in 1988. He also co-authored the Toxicology Desk Reference, published by Taylor & Francis.
